Param Bir Singh is a 1988 batch Indian Police Service IPS officer who was appointed as Police Commissioner in Maharashtra Police on 29 February 2020. He was serving in the same post in Mumbai Police before being removed on 28 March 2021. Before this, he was posted in the post of Director General of Anti Corruption Bureau (ACB) DG in Maharashtra Police. Param Bir Singh was born on 20 June 1962 in Pawata village, Faridabad, Haryana, India.

Param Bir’s real name was Param Bir Bhadana. His early childhood education was also completed in Faridabad, Haryana. Being a Tehsildar of Dad, he received his education from the best school in Amritsar, DAV International School. He also received his high school and intermediate education from this school. After completing his intermediate studies, he enrolled in Punjab University to pursue a BA in Sociology.

After completing his bachelor studies, Param Bir was enrolled in the same Punjab University to pursue an MA post-graduation degree in Sociology. Param Bir topped the university during his master’s studies in sociology. He was a brilliant student in his college days, who had a dream of going to civil services since childhood. After earning his post-graduation degree, he started preparing for the UPSC Civil Services Exam, where he joined Civil Services in the year 1988 by clearing his UPSC exam, realizing his childhood dream.

He joined the Mumbai Police in 1988 as an IPS officer. He first gained fame when he was appointed as Deputy Commissioner of Police in Crime Branch Mumbai in 1990. While deputy commissioner of police in the crime branch, he played an important role in controlling the underworld crime growing up in Mumbai. He took prominently the job of breaking the waist of the Mumbai underworld where the first DCPs of Special Operation Squad were formed in the early 90s.

This squad holds the record for the highest number of encounters in the history of Mumbai Police. Param Bir Singh was inducted into the Maharashtra Police as Additional DGP of Law and Order to improve the state of crime in Mumbai and improve livelihood. During this time, he also arrested one of the accused in the 1993 Mumbai bomb blasts. When Pragya Singh Thakur was arrested in the Malegaon bomb blast case, Param Bir Singh under the leadership of ATS Chief Hemant Karkare also investigated that case.

Therefore, with the immediate removal of Deshmukh, there should be an impartial inquiry into the entire matter.
