The “Scam 2003,” commonly referred to as “The Telgi Scam,” was a major financial fraud that came to light in India. The scam was orchestrated by Abdul Karim Telgi, a criminal mastermind who had managed to create a vast network for producing counterfeit stamp papers.
Telgi’s operation involved printing fake stamp papers and selling them to various institutions and individuals across the country. Stamp papers are legal documents used to denote payment of taxes and fees to the government for various transactions, such as property transactions, contracts, and agreements.
The scam was exposed in 2003 when law enforcement agencies arrested Telgi and his associates. The magnitude of the scam was staggering, with estimates of its impact on the Indian economy ranging from thousands of crores (tens of billions) of rupees to even higher amounts.
Telgi’s criminal enterprise was facilitated by the involvement of corrupt officials within the government and law enforcement agencies. The scam revealed weaknesses in the system of issuing and verifying stamp papers, as well as the need for greater oversight and transparency.
After his arrest, Abdul Karim Telgi was tried and convicted for his role in the scam. He was sentenced to various terms of imprisonment in multiple cases. He passed away in 2017 while serving his sentence.
